Negative. While this is a feature available on phpBB forum systems, it is intentionally turned off in order to keep folks from sending large files and photos via PM and thereby use up valuable database space. Because of the way the forum is set up by Apache I have no control over being able to recover that space. I can control anything with regular posts, so attachment rules on posts are pretty loose.
If you've got photos or large files to send to someone privately, please do it by email.
