21k9 issue at startup

OK so the system is a 64 bit Win 10 system.
I've (KC2RGW working on Frank's system) attempted updating 2.8.11 several times now and cannot get it to work.
We've deleted the install fully, wiped database.xml, wiped AppData Roaming entirely multiple times...no go.
Install clean 2.8.11, start it, it works.
Cut/Paste all the new files for k9, do the CTRL-click to start, get the messages about the db updating and each time it starts we get the attached error window. I've tried it without doing the CTRL-click start, same results.
To me this error seems to be display drawing issues.
The system is an NVidia based system running the most current drivers now (didn't work on the old drivers either), most current DirectX as well.
I did the sfc /scannow on the box, it's all cleaned up and good to go
I've checked Visual C++ versions, seems to be good to go
Kind of out of answers as to what is going on here? There was one other 2 call area poster in the now locked thread that had similar issues and none of the suggestions there resolved it for us here.
