Like John VY2WW said most of the rigth commands are mirrored when left ones are configured.
Let's forgive for now Hercules is a better choice, here is a snapshot of buttons pressed while in diagnostic mode:

Rows 0 and 1 are produced by pressing button "1" at the left, while rows 2 and 3 are produced by pressing button "1" at the right.
Clearly different.

Why the software recognizes the right button (unconfigured) like it were the left one ?

Can the issue be solvable ?

Just for comparision, can you go on the PowerSDR midi setup -> diagnostic and take a snapshot pushing the SAME button on the left and then on the right side of your controller (i.e. the SYNC or 1 button or the wheels) please ?
