Thetis not running on korean or japanese Win 10/11

I don't know if this affects anyone or cares.
I would like to point out that since v2.9.0.4 Thetis no longer runs on Korean and Japanese Windows 10/11 versions.
I reported an issue on Github. More information also on Github.
If someone is affected, I can send latest working Thetis versions, also HL2 Beta6. It is a crude fix but seems to work.
