I can't say why Apache Labs isn't selling them specifically, but I can tell you that the SDR business is very cut throat with people stealing IP and undercutting others who have put in the real design work. I have been involved in various projects, hardware and software in the amateur SDR space and it's been incredible the underhanded dealings I've seen happen over the years.
I'm actually very impressed that Apache has been able to make a solid, viable product that has sustained as long as it has, given the hostile business environment of SDR software and hardware.
