ANAN 7000DLE Stuck T/R Relay?

I have an ANAN 7000DLE purchased 2 years ago with very light and intermittent use. It transmits fine, low SWR and proper output power, but when I go back to receive it often appears that the T/R relay does not make contact resulting in a very low received signal (leakage around relay?).
It happens on all antenna ports and switching the BPF has no effect. This problem was started out happening once in a great while but now it doesn't switch 90-95% of the time.

Am I correct that it might be a relay?
How hard is it to fix this?
